Zarif Khero is the Chief Engineer in Irrigation Department Government of Sindh, Pakistan. Mr. Khero have an experience of 30 years in the field of water resources management in the Province of Sindh, Pakistan. He received his M.E degree in Irrigation and Hydraulic Structures in 2009 from Mehran University of Engineering and Technology Jamshoro, Sindh.


He has long experience of water distribution within Pakistan and knowledge of the transboundary water issues, the flood management and the operation of mega hydraulic structures and its allied system in Pakistan. He is keen in the estimation of surface and groundwater balance in the province of Sindh and water accounting to assess availability on basin level. He believes that putting the right price tag on water will encourage economic utilization of water through efficient technologies and practices for emergence of water-saving culture in Sindh. Through capacity building program, running under his supervision, is taking effort to promote the research and technological development in Sindh Irrigation department.


He is the author of Eight Research Paper published internationally. In June 2022 at Atlanta Georgia USA, he has received a prestigious International Fellow Ship Award and reward from American Society of Civil Engineers through a worldwide competitive process of research work published by the international scholars.


In 2016, on the road to COP 22, THE World Water Council launched a new evidence-based book “Increasing Resilience to Climate Variability and Change” to provide decision makers with solutions for adaptation plans to increase resilience and improve disaster preparedness. Mr. Khero is the Author of a Book Chapter on his experience in the Indus basin. The book showcased the Eleven case studies analysed in-depth impacts of extreme events in basins and regions in Arid America, Australia, Brazil, China, Egypt, France, Nepal, Mexico, Pakistan, Turkey, and South Africa. The book was presented in COP-22 held in 2016.

Responsibilities : During Floods 2010 a flood Protection Embankment in front of Larkana city in the downstream right side of Sukkur Barrage survived at the last stitch. Therefore a very important and sensitive task of designing and constructing appropriate River Training Works entrusted and fulfilled with great dedication. Within shortest period of 02 months a huge quantum work completed. Under this area of responsibility covers 86 miles of flood protection embankment and extensive canal network of Dadu Canal off-taking from the right side of Sukkur Barrage.

Responsibilities : (1)Distribution of irrigation waters in the Seven Canals off-taking canals from Sukkur Barrage holding command of 8.0 million acres and on downstream towards Kotri Barrage (2) Working with the IRSA teams for the equitable distribution of waters between Sindh and Baluchistan. (3) In-house training programs for field engineers on the measurement of discharge and its distribution (4) Preparation of PC-I for the Rehabilitation of Improvement of Sukkur Barrage and got it approved from ECNEC in September 2009 for its implementation during the financial year 2009-10. (5) Preparation of documentation for the recruiting reputable consultants for the above project. (6) Preparation of Contract packaging and its implementation schedules. (7) Interpretation of theoretical and observed pressure from the installed Piezometers on Sukkur Barrage. (8) A swift liaison with Indus Basin distribution stations for periodical forecasting for assessing excesses and shortfalls of waters in the basin (9) Developing linkages with national institutes and organizations
